I
would cut that limb right where the neighbors lamp post intersects it in the
background. This limb needs to be subordinated as it is becoming the dominant
leader. In the long run this limb will need to be removed totally because it is
way to low for a street tree, but that can wait a couple of years. If you allow
your locust to grow a low wide crown it will be a problem both for pedestrians
and traffic and will eventually be damaged by passing trucks. Trees planted is
curbside locations need to have an upright growth habit for the above reasons.
Locust may not have been the best choice but with proper training there is a lot
you can do. There are other limbs that will need to be removed eventually so the
crown of you locust tree will be high enough. Auxins produced in the upper
canopy suppress growth in the lower limbs. Your side leader has taken
off and is suppressing the main leader as the new growth on the side
leader shows.
