Foliar nematodes also live in the soil. What would keep them from getting in
a drip system, particularly the spongy hose type........and be carried down
the line to the plants down stream?

I like the idea of drip systems but I wonder if submerged spongy hose types
could carry diseases or nematodes around the garden.

Before you have a "system" installed, consider some facts.  Foliar
nematodes, in hostas are spread by water.  That includes running water
and splashing water.  They "ride" in the larger droplets and streaming
water.  The problem with heavy watering ( and of course rain) is that
splashing effect is enhanced.  I think watering with a soaker hose
system is proving to be better.  It causes no running and little splash
& gets you max. use of the water supplied.

I think the best test is to actually measure the water being applied and
adjust watering times accordingly.
