watering cacti

I have a question about some cacti I have.  One is the Gymnocalycium
I bought about a month ago.  I know it can't take complete sun, but
how often do I water it?  It has 3 fat flower buds on it but they just
aren't opening--is there something I should do for this?  And how can
I tell when my other cacti (I have no idea what kind they are) need
to be watered?  They are alive but haven't put out any new growth
or flowered since we've had them (about 5 or 6 years).  Thanks!
