Cami,
The most important thing to remember about cacti is that they don't like
WET FEET. In my greenhouse I often watered them every day during their
growth cycle. Cacti often go dormant during winter. When cacti get dry
their accordion folds tend to close. My advise to you is just be patient
with the one with buds. More cacti are killed from overwatering then from
drying out.
On those that haven't done anything for several years I would suggest
repotting them into new cacti soil mix. After repotting them you need to
wait at least 2 weeks before watering them to insure any damage done to the
roots during repotting heals before the water hits them.
Even in winter dormancy a few drops of water along the rim of the pot every
7-10 days would be good.
