You're still better off keeping any viable roots, especially if the
segments aren't turgid. The energy and resource expenditure to initiate
roots would likely do serious damage to cut segments if they aren't in
prime condition.

Repot when in active growth. If the plant is so bad off that it's likely to
suffer serious setback, repot any time.
