Many cactus need a cool to cold winter to flower well, if at all. Also,
they need to be at least of a certain age. Melocactus, for example, will
not flower until they start to produce a cephalium. (The cap on a Turk's
Cap, for the non-technical.)
Like any plant, you need to provide a bigger pot when the roots are too
croweded to permit growth. Too large a pot on a cactus and you risk root
rot, because the compost will not dry properly.

Finally, you need to provide more information on what your cactus is, at
least to the genus. There are hundreds if not thousands of species of
cactus available (check the Mesa Garden list on the mall).
