Kelly, are they actually putting out roots like that? The way I
understand bulbs, they don't root unless they have solid contact
at the basal plate. If they didn't root, you can take them out
and put them in dirt all you want and all you're going to get for
months is bulb noses peeking out the top. They should have been
planted (or set) when you started the forcing.
Incidentally, paperwhites are just as happy on top of a dish of
gravel as they are in a pot of soil. Forcing is a
one-time-per-bulb thing anyway, so the long-term care is
basically not all that important.
