roses in pots

Greetings:

I gave a mini rose (Warm Welcome) to a friend this spring.  The rose has
done extremely well in a pot this summer, but she will spend much of the
winter away from home and wonders whether she could plant it out into her
garden. 

Any suggestions about the timing for this?
