As a matter of course, my roses are watered by a combination of overhead
sprinkler (lawn type) and waterwand. I usually water in the morning, but at
certain times of year the breezes are strongest in the afternoon, so I will
water then. When using the wand, I try and direct the water under the leaves
to drive off the spider mites, and this works pretty well.
  No overhead watering during periods of "still" air. From my experience,
air movement is a much greater factor in determining when to overhead water
than time of day - many times the air is very still in the morning hours,
and water can sit on the leaves for an extended period, while an afternoon
breeze will dry the leaves in short order.
  I have used soaker hoses on occasion, but am wary of them because they are
subject to rupture, and can do considerable damage to a rosebed if they
rupture while unattended. I would recommend using a pressure regulator,
burying the hose under mulch to prevent UV damage, testing them after
cultivating around them, and replacing them every two years.
