Susan,
I'm in zone 6a, and I've always been told to plant that bud union just as
you were told by the rose nursery: 3" below the soil. This is to protect
the grafted part from our winters, also. Follow his advise on this one.
But like you, I only buy own-root roses. Why take the chance?
