Don't plant ivy near anything you care about. Ivy climbs by little suckers,
not twining and will suck the life even out of mature trees. Here in the
PNW ivy is considered INVASIVE and a problem.
There is an evergreen clematis, if you really want evergreen. It blooms
with white slightly fragrant flowers in mid Spring.
There are many other evergreen vines, but I'm not sure any/many would be a
good companion for a rose. It would depend on the rose and vine. You
wouldn't want to swamp the rose.

For mine is a little old fashioned garden where the flowers come
together to praise the Lord and teach all who look upon them to do
likewise.
