Definately NOT! We used a combination of Home Depot topsoil, compost, peat
moss, and perlite in raised beds at school and grew little or nothing that
year. After a soil test I found the blend to be very low in potassium.
Muriate of potash really improved production the second year. Of course by
then, there was also some organic material mixed in.
