In my experience, toms are very willing to germinate in warm, moist soil
without presoaking.
Up your way, I should think you'd want to wait to direct-seed tomatoes
until around May 10. Of course, if you're doing rooftop gardening in
containers, things will be warm enough much sooner. Be sure to set your
rooftop containers onto bricks or cement blocks or something that won't
conduct heat well. Letting the containers touch the roof's surface would
pretty much cook the growing rootlets inside.
