According to the (US) National Gardening Association in _Gardening
for Dummies_ (ISBN 1-56884-644-4), most of England and Scotland (including
Gloucestershire) is the rough equivalent of USDA Zone 8, with average
minimum temperatures of -6 to -12 Celsius (20-30F). The western coast of
England and Wales is considered Zone 9 (-1 to -6 C minimum). Not an
altogether bad environment for gardening. In fact,
I'm madly jealous.
