The influence of the Gulfstream currents is responsible for this dandy
situation. I'm jealous, too!
In fact, if you caught an old Edward Woodward movie called "The Wicker Man,"
there was mention made of growing oranges on the west coast of England!
That'd definitely be a zone 9 thang.
Most of the zone 8/9 parts of the United States are terribly hot and humid
in the summer, which limits gardeners in a different way. Remember, the
USDA map is only about one thing: cold hardiness for overwintering
perennials and shrubs/trees. It has nothing to do with annuals!
The groovy thing about the U.K. situation is the winters are mild, so many
if not almost all perennials can keep going from year to year, but the
summers are mild, too, so those same perennials don't get slain by the
broiling sun like here.
