According to an article in Organic Gardening (either that or a magazine all about herbs), you will get the most leaves if, when you harvest you harvest way back. I.e. when a flower starts to appear follow the stalk it is on to the furthest unbranched node (I'm not describing this too well. You will notice 'minor' leaves forming where big leaves are. Each of these little sets of leaves can start a stalk.) I hope that made sense.
