I am no expert on fennel, but I did plant some this year.  I chose to
plant them in a pot rather than including them in my garden (limited
room).  I put 5 bulbs in an octagon pot that is about 12 inches across
and 10 inches deep.  They seem to be doing well.  From this, I would
guess that 4 bulbs per square would work.
