OK...but you didn't hear it from me..

I used to be a Burpee Seed merchandiser.   If you can find out who does the
stocking of any of the seed displays, AKA the merchandiser, make friends.

At the end of the season I would have to take all of the seeds and put them
into plastic bags and put water on them.

YES!!!!  DESTROY ALL OF THE WONDERFUL SEEDS!
I went to my supervisor after I recovered from my first coronary, and asked
him if there was any other way...  I was told if I could find "friends",
schools, or any trust worthy organizations that could use the seeds, I could
give them away.  They are just worried that they will end up in a garage
sale, or worse yet, an actual business, and someone is selling seeds past
their expiration date.  Burpee cares about their quality.

It is Burpee's STRICT rule no seeds will be sold beyond their time.

Well I want you to know I collected a garage full ( no exaggeration) of
these seeds I was supposed to destroy, and gave them to as many friends, and
organizations I could find.  That is how I found out about Master Gardeners.

Those seeds last years, but of course the germination success diminishes
each year, but when they are free, it is amazing how successful you can be,
when the fear is gone and you have an endless supply of seeds at your
disposal.

Just keep an eye out for one of those folks working on the seed display and
start up a conversation....who knows where it can lead.

I have a steady supply of seeds every year,  just about this time, and my
"friend" ( the new person who took my place)  delivers a big garbage bag
full of seeds every year.  They really are happy to give these seeds to
people who they can trust.
