The US Naval Obsevatory site at http://aa.usno.navy.mil/AA/ lists
full moon on December 22 at 1732 Universal Time (aka GMT or Zulu). The
winter solstice occurs on December 22 at 0744, 11 hours and 48 minutes
earlier. Not exacltly "precisely" at the same time. But some charts
also list the full moon event as 1:44 PM which appears to be the 7:44 UT
event adjusted for the local meridian. And there is a mathematical
model which calculates a different time for the full moon. Still, the
predicted 14 per cent increase in the perceived size of the moon will be
an interesting sight. -Olin
