Grow Lights

My questions are directed mainly to Doreen but the subject may have some
general interest. In past years I have not found a need for grow lights
here in Sunny Southern California, I have always just moved my seedlings
outdoors in the daytime. El Nino has changed things and my seedlings are
growing much to slowly.
While at Home Depot yesterday I noticed 4 ft. two tube Shop Lights on
sale for $8.87 (less lamps). I bought one but when I went to select lamps
I found that there are choices to be made as to wattage and spectral
color. The fixture will take 25W, 34W, or 40W lamps and these are
available in cool white or daylight. I held off buying lamps until I get
some advise from those experienced in these matters.
What tubes should I buy ?
