We started the pile in October.  We were digging up the sod for the
garden and after patching up bare spots in the yard where some digging
had been done, we piled the sod in a wire bin.  Then the leaves all
fell, and some of them went in.  And of course our kitchen refuse that
doesn't include meat products.  Then we added some zoo doo in November. 
That got a little warm.  Then we added the chicken manure and pow!  

I don't know how moist it is.  We don't pour water into it, just
whatever is in the kitchen veggies.  And Steve turns in about every
other week.
