Lisa-  I chose the 25 watt tubes- a mistake in a moment of weakness while considering our power bill in the future. Today I will buy the 40 watt tubes to replace them as they need replacing. Another point.. You might like to mix the cool and warm tubes up(cool, warm, cool warm in the fixture) to be sure all your seedlings get some of each as evenly as possible.

Also I use a timer from a department store to turn on and off the lights. Much less hassle and I can be sure of the minimum amount of light each day.

What do you think?

Bill, what wattage of tubes did you use?  I use two shoplights side by side
with one warm, one cool 40watt tubes.  I really like the way my plants turned
out last year.  I am looking forward to a larger set up this year so will be
using all 4 of my shoplights this time with 8 flats.  Each day when I turn
the lights on I turn the flats around so they even out.
