When it blossoms, it then sets seeds. Blossoms aren't spectacular in 
appearance, but they are to beneficial insects such as predatory wasps, 
bees, etc. Then they set seed, and reseed the parsley. Sometimes it wasn't 
thrilled about the location you planted it in, so seeds germinate in a 
preferred location nearby.  Or across your yard.  Do not dig it 
up.  Blooming and seed setting parsley is worth its weight in gold.  Margaret L
