Why not take some plastic bags from the supermarket and put them in the
holes. After filling with soil trim with a sharp knife at soil level and
put several holes in the bottom with a screwdriver or even a piece of coat
hanger for the important drainage. This would reuse the bags. I might put
a flower garden in a spot on our bank which is just to steep to mow easily.
