holes in my peppers


  I am getting a poor crop of peppers this year.  Some of 
the plants have
peppers about 2 inches from side to side and some of 
the plants have no
fruit at all.  That I might live with thinking the pollination 
was not
good enough but I also have some critter eating small 
holes in the
peppers.  They are bell peppers and the holes are about 
1/8 inch in size. 
My question is what should I do about it?  Last year I 
opened a couple of
punctured peppers and found nothing.  My second 
question is can I consider
such peppers safe to eat if I find nothing inside?
