Well, since water consists of H + OH, it is equally an acid and a
base. In other words, neutral. Which is apparent to everyone in the
world except you. 

For instance, the EPA has a web page called What Is Acidity?

In it, you will find the telling phrase "Pure water is neutral". So,
faced with the choice between a government document issued by the
EPA and some unknown person who may be a kook, I will choose the EPA
document.
