I pass along a story on this, without necessarily advocating it (I'm not
sure how to build the apparatus anyway).  A man my father knew had a similar
problem and solved it by setting up an electrified wire in the flower beds
that were being marked.  When the urine stream hit the wire, the circuit was
completed and the electricity followed the wet path back to the dog.  Dogs
very quickly learned not to use that area.
