How about just a temporary chicken wire type of fence for now until you
get the real one put up. There are cat/dog repellants sold in pet
stores but they don't seem to be too effective on cats so I don't know
if they'd work well on dogs. There is a sprinkler device that is sold
in pet products catalogs that shoots water when the motion sensor goes
off, but I'm sure you probably don't want to go to the expense of buying
something like this since you're already putting up a fence.
Dogs want to pee where they or other dogs have peed before. Therefore,
spray the beds with a urine neutralizer (Miracle Grow or there's also
one that uses limonene and citronella). This actually neutralizes the
odor rather than just masking it with a perfume. You can find this
stuff in any pet store. Maybe you can temporary cover the area, I
assume the corners of your raised beds. How about large trash bags? I
still think the best bet is a temporary chicken wire fence.
