Onion question

I purchased some onion plants from our local organic gardening club back in
May. I planted them in a square according to Mel's guidelines. So far they
have flowered, and now have little "candelabra" of baby onions at the tops of
the stalks, but there doesn't seem to be any bulb at the base.
Having never grown onions before, I feel very ignorant. Are the onions
underground? Shouldn't they be at the base of the stalks? Did I do something
wrong?
Appreciate some insight from anyone in the know. Thanks.
