potatoes... again

Two potato questions:
1. I recall reading a message recentlyt from here that compared growing
"barrel" potatoes with straw vs mounding with soil. I've got 3 sets of
potatoes growing right now, 2 are in straw, over 1.5 ft high so far... the
third is much newer, with plants only a few inches high. I'd like to try
mounding with soil on this batch, just for fun. Do I use any kind of soil?
Do I cover the plants completely or leave some poking out the top? Anything
else I should know about this method?
2. When do I harvest? I think I read that they are ready for harvesting
when the plants begin to flower. Is this correct? How do I know when they
flower if I keep covering them up? (Geez, this sounds like a dumb question!)
Anyway, as always, any help is greatly appreciated.

corn, various beans, zucchini, lettuce....
