Crop Rotation

Hi All, I know it's important to do crop rotation.  I wanted to know if including cover crops in my rotation "counts."  This is what I was thinking.  A bed growing tomatoes and then followed by a cover crop for winter and spring, then tomatoes planted again for summer.  Would doing this keep my soil healthy?  Thanks for your help.
