Sounds like you're doing everything right from a mixing viewpoint.  Maybe
the problem lies in the size of holes in the spray equipment itself.

If you're looking for a fine mist to ensure overall leaf coverage, the holes
must be really small.  For instance, I own an Ortho hose-end sprayer, and
its holes are big enough that plump droplets come out and nothing really
fine.  You could spray neem through that Ortho until the cows come home and
never get the kind of coverage Eldon wants.

In the world of aerial spraying, the calibration of the "booms" used on the
airplanes is a time-consuming task that must be repeated before every day's
work [at least!].  The relationship between the size of these adjustable
holes and the particle size of the suspensions {emulsions?] has to be
watched carefully.  Some insecticide formulations incorporate molasses as a
sticking agent, and you can imagine how they gum up the works.
