Water, Water, Everywhere But...

a couple of web searches without much luck - found some great ones in Canada
but the shipping would kill me I think...

Actually, I have read a little mile (low fat is better) with water, stimulates
soil bacteria, and has some calcium.  I rinse out my 1 gal milk jugs (to
become temp hotcaps,) to pour on plants, esp in containers, where plants need
extra help.

But to cases.
To collect water, you need a sky.  AKA, a bioshpere.
So for a 20 foot one, take 36 rolls of Saran Wrap, and , just kidding...
But,
Ponds do great stuff.  Moderate temps and maintain humidity, which
I would think in a drought year, may reduce transpiration.  They do great
things in greenhouses and near trees and gardens.

A 3x3x3, AKA a cubic yard, is 27 x 8.34 gal/cu ft [AKA, ft^3] for 225.18
gallons.  Some folks use these to raise fish.  The cooler in ground container
evaporates less than a barrell, and cool temps reduce undesireable 'growths.'

A slime mold can be controlled with 10 ppm of chlorine, wich is 5 ounces of
bleach.  That will go away in 1-3 days.  Maybe redose in a month, when you
feel too much slime again.  It isn't really harmful.

In any event, 2 10-20 cent feeder gold fish will control mosquitoes.  A crumb
of bread is all they ask, @ 2 days or so.  Underfeed, rathrer than over.  A
$20 fountain pump or a 12V $15 200 gph boat bilge pumps can do the rest.  A
hole 2ft deep will have cast offs, so you will have a berm, so digging 3' is
not required.  Line with 6mil.  Put a step in the side and cover, for safety. 
(Remove for 5 days, if you chlorinate.)
