Aren't these typically from bulk oil?  Any cleaning would flow to a treatment
plant.  Then a river, ground reclaimation swamp, or here, the bay, unless it
was piched up from the plants skimmers, which a lot of it is, then only some
of it goes to the composting facility or the landfill with the dried sewage,
or onto a farmers land... Hmmmm...
