If you want a mulch that does more than keep down weeds and conserve moisture then use rich organic matter like alfafa, pea straw, hay, etc. This mimics nature's cycle of feeding the soil by laying down dead material. Several inches will decompose down a thin layer in a season, easily turned into the soil come fall or the following spring. Your earthworms will show their approval my multiplying prodigiously. Yes, you can add weed seeds to gardens if you have weedly bales, so you want to be discriminating about what you use.
