Hi Toni:
As I understand it, the blue end of the spectrum (cool whites) is
best for foliage production and the red end (warm whites) is best for
blossom/fruit production. I usually move my seedlings to the combo
(cool/warm) lights when I want them to bloom. If all-cool worked well
for you last time (same kind of plants?), going back to it might be
the best plan. I'd also up the amount of lights-on time -- I get my
best results with 16 hours on, 8 off. You also might want to consider
the age of the fluorescent tubes; if they're more than 8-12 months
old, I'd replace them.
I don't want to alarm you, but since you mentioned the 'Sam's Magic
Earth' by name (and I'm assuming that this is the product produced
for Wal-Mart's 'Sam' -- if not, what I'm going to say is completely
irrelevant, so please ignore it!) ... I bought some a couple of years
ago, and had a *terrible* time with it. It was full of uncomposted
wood chips, twigs, etc. and the plants I planted in it did VERY
poorly until I re-planted them in different soil. I put the rest of
the bag on my compost pile and the chips, etc. *eventually*
decomposed. The 'recipe' may have been changed by now (hopefully it
has), but I'm definitely not curious enough to invest in another bag!
