This makes me think. Could a frugal gardner punch lots of little holes in the
inexpensive poly to get the same results as slitted poly?

Just a thought. Take a pin and punch lots of pin-holes in the plastic to let a
 little
water pass thru but a lot of water to just run off. Pin holes would seem to have
 little
structural strength degradation effects. Oops, I'm talking a little like the
 rocket
scientist I am. Gardening is just supposed to be fun, not necessarily so
 scientific.
