I am not the one who posted that, but we do plant our potatoes on top of
the ground and cover them with straw.  Have done it for years.  Works
great!  We till the soil in the fall.  Then in February, rake the soil and
put the potatoes on the soil, cover with about 6 inches of straw.  The tops
grow up thru the straw and the potatoes grow under it.  Much easier to
harvest, too.  We are in zone 7.
