Milky spore, sprinkled on your lawn after last frost, will help with the
grub problem. This is a long term solution, so give it a year or so to
become established. The powder should be available at the local
nurseries or any of the mail order houses. Your grubs are most likely
Japanese beetle larva, so controlling the beetles this summer will
reduce your grub problem.
As for the black spot, mix 1 T. baking soda in water, with a drop of
liquid soap to act as a surfecant. Spray the roses. BTW, this will also
affect your aphids, if any, because they hate being sprayed.
