I don't know about the cheap soil-test meters, but you should be able to
furnish a little baggie of soil to our county extension agent and get it
tested for free or near free.

Look under "Cooperative Extension" in the blue pages of the phone book.  If
not there, look under U.S. Department of Agriculture and then Cooperative
State Research, Education, and Extension Service (the federal arm, which
pays the salary of the county agent on a pass-through in most states).
