I wouldn't worry about it particularly if your garden uses raised beds. 
The glues will probably leach a small amount of formaldehyde.  In the
open, most of that formaldehyde will evaporate.  It will also bind to
organics and clay in the soil and microbes will convert it to harmless
chems.  I wouldn't break it up to use as a mulch until it was very
composted.  It will eventually get that way in the paths and could then
be shovelled into the garden.

glues used in this composite material are likely to leach toxic
