You don't have much to lose here, but were I you, I'd dig that garlic, 
separate the cloves and replant them. Each clove will make a head.  If you 
plant and grow the whole head, unseparated, you'll likely get some very 
small heads. All alliums cease growing when their leaves (hollow or not) 
turn brown.

I hope you won't be offended, but I suspect you're a very new gardener. 
Even experienced gardeners don't know how to plant shallots. Are your 
shallots sprouting?  They should be planted so that about 1/3 of the clove 
(and I do mean clove, separated from the head) is above the soil line. If 
they're buried, they usually just rot.  I think that if you're careful, you 
can get a crop of garlic this year by digging it up and separating the 
cloves. They should be easy to see by this time. If your shallots are too 
deep, try digging them up too. Margaret L
