That's baloney. You're lucky they're sprouting. Use your finger to gently
push soil away from the tops of the cloves. Did you separate them into
cloves? I hope you did.
I'm wondering if where you're located makes a difference to how deep you plant shallot bulbs. Jim Crockett from the first "Victory Garden" show always planted his with the tips about a half an inch below the soil line in May. He also suggested that if the bulbs are planted in the fall for a crop the next year, that the bulbs be planted 2 inches below the surface so that the bulbs wouldn't be tossed out of the soil by frost heaves, always a problem here in Boston.
