Betty Payton is the Pepper Gal and she has hundreds of listings of sweet, hot
and ornamental peppers.  Typically $1.50 for a pack of 25 seeds.

/Some/ of the seeds are treated with fungicides.  I've asked her not to send me
treated seed and gotten it anyway, so if this is a concern to you you might want
to keep looking elsewhere.
