Hi, Noel. It's possible that Customs is the right button to push locally, but more likely you'll need to make contact with your national department of agriculture. I work for the U.S. Department of Agriculture's Animal and Plant Health Inspection Service. APHIS' Plant Protection and Quarantine branch is the outfit here that governs what agricutural items and produce can and can't come into the United States from abroad. When you get the right government folks lined up at your end, give me an e-buzz at my office (jwintermute@aphis.usda.gov) and I'll put our people in touch with your people and we'll see what develops. Meantime, visit our agency's Webpage (http://www.aphis.usda.gov) and noodle around. The links to PPQ aren't working just right (as of yesterday), so you might want to type /ppq at the end of that URL if you can't get in from the main page. I just spent some time in the PPQ site, and they've got *lots* of interesting stuff. For instance, Listers, APHIS manages the Federal Noxious Weeds list.
