Hi,
Sounds like rose cane borers. Go ahead and prune back to uninfested wood
and seal the ends with pruning tar or white latex paint, nail polish or
a tac, something. Do the same next year when you prune, it should cut
down on the damage if the pest is laying it's eggs on the pruned end.
Maybe someone else can contribute something if the pests are boring into a
perfectly healthy cane.
