I've never had a goo problem with neem oil and water.  It mixes okay for me,
but.....the stuff will clog up the sprayer if you don't clean it out
immediately with hot water and dish soap.  Also, I find adding a drop or two
of dish soap to the neem and water spray helps to emulsify the mix and acts
as a sufficant--the stuff that gets the mix to stick to leaves.  Rose
Defense is by Green Light.  They also sell Vegetable, Fruit and Nut
Defense--a different compilation of neem for those crops.  Frankly, I could
never see any difference in the ingredient list and use Rose Defense for
everything.
