I've used a thick mulch of fresh grass clippings with good success.  In order
to stop the weeds I had to use enough that my whole garden smelled of
them...not the yucky rotting smell but more of a fresh stable-y haylike
smell.  If you have the clippings, it's a nice way to age them before tilling
them into the garden later or composting them.
