I had the same problem until I sprayed BT. Do that and swat those little white
butterflies with the dark spot on them. They are laying eggs! The damage is
either caused by a cabbage looper, imported cabbage worm (the butterflies), or
army worms. BT does much less harm than sevin dust, it doesn't hurt
anything/body, only kills the worms! It could also be snails or slugs, but my
money is on the cabbage worm.
