onions? shallots?

the onions & shallots which I planted gave very poor results.  The
onions were from plants from the nursery which were growing with green
foilage (ie, not just from little onion bulbs).  i transplanted them.
most didn't live.  the ones that did, produced very very small onions,
about the size of my little finger nail.  I planted big, fat shallots
from the grocery store.  what i harvested was tiny tiny little
shallots, all in a cluster (ie, 1 cluster per planted shallot).  I
harvested both after the tops had fallen over.  First question is why
did this happen?  Second question is should i plant these tiny bulbs
(both the onions & the shallots) or should I start fresh??
